The most controversial substance facing the Committee was the pesticide endosulfan, the listing of which a small but fervent minority of members strongly opposes. Endosulfan dominated the POPRC\u2019s agenda during its previous two meetings. This year was a marked change, and indeed, several observers commented that as the number of countries banning endosulfan continues to grow, the writing is on the wall\u2014it will be listed under the Stockholm Convention. This recognition was perhaps best illustrated by the Committee\u2019s focus on the availability of alternatives to endosulfan, as stakeholders looked ahead to COP5\u2019s negotiations on possible time-limited exemptions for specific uses. Nevertheless, India once again objected to the procedure by which endosulfan has been advanced through each stage of review, and opposed any further action on the substance prior to COP5. While this concern with procedure took little time in plenary discussion, India\u2019s opposition compelled the Committee to choose either to set the chemical aside or to vote to move it forward. While several members emphasized their reluctance to vote, 24 Committee members did vote to recommend that COP5 list the substance in Annex A with exemptions. As a result of this decision, endosulfan will be the only chemical recommended for listing under the Convention at COP5 in April 2011.<\/span><\/strong><\/p>\n<\/blockquote>\n

Regulator finally acts to ban endosulfan<\/a><\/h2>\n

The National Toxic Network (NTN) today welcomes the announcement by the Australian Pesticides and Veterinary Medicines Authority (APVMA) to deregister all endosulfan pesticide products in Australia, but says the agency took too long to make the decision and has jeopardised the environment as a result.<\/p>\n

\u201cWe\u2019ve said for many years endosulfan could not be \u2018risk managed\u2019 and the decision today finally vindicates our position,\u201d says Ms Jo Immig, NTN coordinator.<\/p>\n

\u201cThe APVMA has stated that \u2018off site movement (spray drift and run-off) could lead to significant adverse chronic and sub chronic environmental effects\u2019 as its reason for removing the registration\u201d.<\/p>\n

\u201cWhat really concerns us is that the APVMA has taken so long to remove this dangerous pesticide and in its decision has stated it will allow the environment to be exposed for another two years as stocks of the chemical are used up,\u201d she says.<\/p>\n

\u201cOver 70 other countries have already banned endosulfan and an international\u00a0 scientific assessment has already shown that it is a persistent organic pollutant. It\u2019s likely to be listed on the Stockholm Convention for global phase out in the near future\u201d.<\/p>\n

\u201cEndosulfan is an organochlorine pesticide used by a number of Australian agricultural industries.\u00a0 It persists and bioaccumulates in the environment and is toxic. Why would any regulator allow a chemical with these characteristics to be used for a moment longer?\u201d she says.<\/p>\n

\u201cThe APVMA did not act quickly enough when the science was clear and as a result the environment has been put at risk. The regulator needs to answer questions about its slowness in acting to protect the Australian environment\u201d.<\/p>\n<\/blockquote>\n
